The longstanding territorial dispute between Cambodia and Thailand has recently been spotlighted due to a ceasefire agreement that both countries entered into to de-escalate tensions along their shared border. The agreement, which took effect on December 27, aims to maintain existing military positions and ensure the safe return of over 20,000 displaced civilians. However, Cambodian officials have emphasized that this truce should not be construed as a method to establish new international borders or resolve legal ownership issues concerning the contested areas.

Cambodian Information Minister Neth Pheaktra has asserted that the ceasefire is solely a temporary measure to prevent further conflict and should not prejudice future border determinations. Allegations from the Cambodian side claim that Thai forces are taking advantage of the situation by reinforcing their positions within disputed territories. Activities such as installing barbed wire, constructing roads, and building military facilities have been cited as efforts by Thailand to establish new facts on the ground, potentially complicating future negotiations.

The dispute has drawn international attention, with Thailand proactively inviting foreign delegates, ASEAN observers, and international journalists to inspect areas near the border. These visits have included locations such as the O’Smach casino area and the Choam crossing, where Thailand has presented its stance on the use of casino buildings and concerns about cross-border criminal activities. However, Cambodia remains firm in its stance that these territories fall within its borders, challenging Thailand’s assertions of control.

The return and safety of displaced civilians remain a critical measure for the success of the ceasefire, according to Cambodia. Minister Pheaktra has indicated that the ability of civilians to return safely to their homes will be a significant indicator of whether the ceasefire is being respected by both sides.
